Narrative Description of Indicator

Maryland offers one diploma known as the Maryland High School Diploma. The requirements for a Maryland High School Diploma are applicable to all students, including youth with IEPs. The data provided for Indicator 1 of the SPP/APR are taken from the Maryland Report Card.

For FFY 2020, the Office of Special Education Programs (OSEP) revised the reporting methodology to include annual graduation data. As a result, Maryland reset its State Baseline that year. In addition, since the State previously utilized 4 Year Cohort data to report on graduation, the State reset its baseline and set new targets using 2020 data. These targets, like all targets in the State's APR were set with feedback from stakeholders from across Maryland.

618 Exit Data is used to calculate this indicator by dividing the number of youth with IEPs (ages 14-21) who exited special education graduating with a regular high school diploma by the number of youth with IEPs (ages 14-21) who exited special education and are submitted with the State's 618 data submission. FFY 2021 618 Exit Data revealed that 4,918 youth with IEPS out of a possible 6,639 graduated with a regular diploma.Maryland met the State target of 73.85%, achieving 74.08% for this indicator.
