Narrative Description of Indicator

States were directed by the U.S. Department of Education, Office of Special Education Programs (OSEP) to establish new baseline data for the 2011/2012 reporting period. Due to revisions in the federal Preschool Least Restrictive Environments reporting categories, these data were not reported to OSEP as part of the State Performance Plan(SPP)/Annual Performance Report (APR) from 2005/2006 through 2010/2011. Informed by the 2011/2012 baseline data, New State Targets were established for 2012/2013. For FFY 2015 (2015-2016 school year) State Targets were not met for either 6a, ( 60.02%) children participating in an early childhood program with the majority of IEP services provided in that program, or 6b, (19.30%) children served in a separate special education class, separate school or residential facility.
