Narrative Description of Indicator

Maryland offers one diploma known as the Maryland High School Diploma.  The requirements for a Maryland High School Diploma are applicable to all students, including youth with IEPs. The data provided for Indicator 1 of the SPP/APR is taken from the Maryland Report Card.

Maryland met the target set by the Maryland State Board of Education for FFY 2017. In accordance with the Office of Special Education (OSEP) FFY 2017 SPP/APR Measurement Table the State is to use data from 2016-2017 school year.  The 4-year adjusted cohort graduation rate for students with disabilities was 67.48% (n = 4,188 divided by 6,206).

Using the required 2016-2017 4-year adjusted cohort graduation rate, 4,188 youth with IEPs out of a possible 6,206 graduated with a regular diploma. This compares to a 4 year adjusted cohort graduation rate of 89.86 for regular education students. These data reflects a 22.38% percentage point gap between the graduation rate of nondisabled peers and youth with disabilities who received services in accordance with an Individualized Education Program (IEP).

The following definition and formulas are used by Maryland for the graduation rate:

Federal law requires that Maryland use a 4-year adjusted cohort graduation rate. The adjusted cohort rate ensures that all students who entered 9th grade together are accounted for in the graduation rate at the end of four years.

Four-Year Adjusted Cohort Graduation Rate = Number of cohort members who earned a high school diploma by the end of the 2016-2017 school yr / [(Number of first time 9th graders in 2012-2013 school year plus students who transfer in) - (students who transfer out, emigrate, or die during the 4 school years)]


Graduation Rate for School Progress

In 2008, the U. S. Department of Education directed each state to use a cohort graduation rate for reporting purposes beginning in 2011 and for accountability purposes in 2012.  Maryland law requires the state to use the cohort graduation rate for School Progress determination in 2011.  The Maryland State Board of Education approved standards for the cohort graduation rate in 2011. 

Maryland submitted a plan for an ESEA Flexibility Waiver in February 2012.  The U.S. Department of Education approved Maryland’s plan on May 29, 2012.  Part of this plan included a new accountability program which includes measures of School Progress.  School Progress is based on multiple measures including the measure for the cohort graduation rate.  The cohort graduation rate is the “other academic indicator” used to determine School Progress for high schools.  The FFY 2017-2018 State target is indicated below:
